Old IP addresses cannot be used with a new nodeid
If you are rebuilding a node, and wish to retain the old IP, you must use the original wallet.dat file and use the same stake address. When creating the nodeid file in the config folder, you have to add the original nodeid (not required in nodetracker没有从节点跟踪网站删除dead节点的规定
